For the federal government grade 1 step 2 is fixed at €2,543.55; municipalities pay €2,534.55. Grades 9a, 9b and 9c are structured differently for Bund and VKA; all other values are the same. These are the general Anlage A tables; social and childcare services have the TVöD SuE table, nursing the P table, and doctors their own tables.
The 2025 pay agreement
The federal government, municipalities and unions agreed on 6 April 2025: plus 3.0%, at least €110 a month, from 1 April 2025 and a further 2.8% from 1 May 2026. The agreement runs at least until 31 March 2027, so the next pay round is due in 2027. Since 2026 weekly hours can be raised voluntarily to up to 42, and from 2027 there is one extra day of leave.
Steps and step times
Without relevant experience you start in step 1, with at least one year of experience in step 2. Step 2 follows after one year in step 1, step 3 after two years in step 2, step 4 after three, step 5 after four and step 6 after five years in the previous step, so step 6 is reached after 15 years. Grade 1 has only steps 2 to 6, four years each.
Hourly pay and part time
Hourly pay is the monthly amount divided by 4.348 times weekly hours, so at 39 hours divided by 169.572. Part-time staff receive table pay pro rata.
Annual bonus 2026 (Jahressonderzahlung)
The annual bonus is paid with the November salary. For municipalities it is 85% from 2026 (hospitals and care homes, grades 1 to 8: 90%). For the federal government it is 95% in grades 1 to 8, 90% in 9a to 12 and 75% in 13 to 15. The base is average monthly pay from July to September. Is the TVöD table the same in East and West?
Yes. The current tables and the 39-hour week apply nationwide.
Which table applies to state employees?
The federal states (except Hesse) pay under the TV-L with its own table, see the TV-L pay table.
What is left after tax?
That depends on tax class, health insurer and supplementary pension. The public sector pay calculator works it out for your grade and step, including your supplementary pension share (VBL West 2026: 1.81%).
