Germany bracket creep calculator (kalte Progression)

Bracket creep, kalte Progression in German, is the extra tax you pay when your income rises only in line with prices while the progressive tariff still raises your average tax rate. On €45,000 of taxable income and 2.2% inflation it would have cost €139 a year in 2026 without a tariff update; the 2026 tariff offsets €130 of that.
Shown on your income tax assessment as zu versteuerndes Einkommen. It is lower than gross pay because work expenses, pension and insurance contributions and allowances are deducted.
Default: consumer prices 2025 per Destatis.

  • For the tariff update the federal government assumed 2.0% price growth of private consumption in 2025.
  • Income tax per Section 32a EStG plus solidarity surcharge, without church tax or child allowances. Method as in the federal government’s bracket creep report (Steuerprogressionsbericht).

What bracket creep is

The federal government’s bracket creep report (Steuerprogressionsbericht) defines it as the extra tax that arises when income rises only enough to offset inflation, so real income stays the same, while the progressive tariff still raises the average tax burden. The calculator measures it the same way: your income rises exactly with inflation, and the tax is compared with the tax at the same real burden.

How Germany offsets it

Parliament shifts the basic allowance and the other tariff thresholds to the right by the previous year’s inflation. Under the Steuerfortentwicklungsgesetz this was 2.6% for 2025 and 2.0% for 2026. The basic allowance rose from €11,784 (2024) to €12,096 (2025) and €12,348 (2026), and the 42% rate starts at €69,879 in 2026. The 45% threshold, by contrast, has deliberately stayed at €277,826 since 2023.

€60,000€201€13 left
€80,000€321€22 left

Small amounts remain after the update because consumer prices rose 2.2% in 2025 according to Destatis, while the 2026 tariff was shifted using the 2.0% forecast.

2027 draft: what the income tax reform would change

The federal cabinet adopted the bill for an Einkommensteuerreformgesetz 2027 on 2 September 2026, and the Bundestag holds its first reading on 8 October 2026. Nothing has been passed yet, and the figures may change. For 2027 the bill provides a basic allowance of €12,564, 42% from €70,601, 45% from €250,000 instead of €277,826, and a new 47% rate from €280,000. The end of the first progression zone stays at €17,799.

On the same income most people would pay slightly less under the draft. If income rises with inflation, the picture changes: the government forecasts 2.7% inflation for 2026, while the draft raises the basic allowance by 1.75% and the 42% threshold by 1.03%. At 2.7% inflation part of the bracket creep would therefore remain:

Frequently asked questions

Where do I find my taxable income?

On your income tax assessment (Einkommensteuerbescheid), as zu versteuerndes Einkommen. It is income after work expenses, special expenses and allowances, so it is lower than gross pay. For monthly take-home pay use the salary calculator.

Does bracket creep affect wage tax too?

Yes. Wage tax is a prepayment of income tax and follows each year’s tariff, so a tariff update reaches your net pay through wage tax.

Which inflation rate is right?

For the tariff update the government uses price growth of private consumption, not the consumer price index. The calculator defaults to the Destatis consumer price index (2023: 5.9%, 2024: 2.2%, 2025: 2.2%); you can enter any rate.

Why can a pay rise leave me worse off in real terms?

If the rise only matches inflation and the tariff is not updated, tax grows faster than income. Enter your rise in the calculator to see your real net income after tax compared with the year before.
