Belgium's exempt amount is a reduction, not a deduction
Belgium exempts the first EUR 11,180 of income from tax in 2026. That sentence is true and almost everyone reads it wrongly. The exemption is granted as a reduction in your tax bill, not as a slice of income removed before the brackets apply, and the difference is worth real money.
How it actually works
Your full taxable income goes through the brackets first, producing a gross tax figure. Then a reduction is subtracted, equal to the exempt amount multiplied by the lowest bracket rate of 25%. So the exemption is worth EUR 2,795, whatever your income.
If it were an income deduction instead, someone in the 45% band would save EUR 4,949 rather than EUR 2,795. The Belgian method deliberately gives everyone the same cash benefit rather than a bigger one to higher earners.
The tax administration's own example
The published worked example uses a single taxpayer with no dependants and 38,000 of taxable income in income year 2025, when the brackets were 16,320, 28,800 and 49,840 and the exempt amount was 10,910.
| Step | Amount |
|---|---|
| 25% on the first 16,320 | EUR 4,080 |
| 40% on the next 12,480 | EUR 4,992 |
| 45% on the remaining 9,200 | EUR 4,140 |
| Gross tax | EUR 13,212 |
| Less reduction, 25% of 10,910 | 2,727.50 |
| Tax due | 10,484.50 |
Our calculator reproduces this exactly, and it is used as an automated test fixture.
Mind the year
Belgium labels the same tax two ways: income year 2026 is assessment year 2027. The brackets and the exempt amount both differ between adjacent years, so a figure labelled only "2026" is ambiguous. For income year 2026 the exempt amount is EUR 11,180 and the bracket thresholds are EUR 16,720, EUR 29,510 and EUR 51,070.
It can be increased
Dependants raise the exempt amount, substantially so for larger families. Those increases are not modelled in our calculator, so a household with children will pay less than the figure shown.
