Norway methodology (2026)

Model

Employee aged 17 to 69 on ordinary mainland rules, taxed on employment income, skatteklasse 1. No itemised deductions beyond the standard minstefradrag.

Source

Rates and thresholds come from Skatteetaten's own published rate pages for income year 2026, read with their year selector set to 2026: trinnskatt, minstefradrag, personfradrag, trygdeavgift and alminnelig inntekt.

Two bases, which is the thing to get right

Norway taxes two different quantities. Alminnelig inntekt is gross pay less the minstefradrag (46% of pay, capped at 95,700) and the personfradrag of 114,540, and it carries a flat 22%. Personinntekt is gross pay with no deductions whatsoever, and it is the base for both trinnskatt and trygdeavgift. Most calculators that go wrong on Norway do so by applying the deductions to everything.

Rates

Trinnskatt runs in five steps on gross pay: 1.7% from 226,100, 4.0% from 318,300, 13.7% from 725,050, 16.8% from 980,100 and 17.8% from 1,467,200. The top two rates each rose 0.1 points for 2026. Trygdeavgift is 7.6% of gross for ages 17 to 69, with nothing due at or below 99,650 and a cap of 25% of the amount above that threshold, which phases the charge in smoothly until the flat rate takes over at about 143,175.

Scope and limits

The Troms and Finnmark tiltakssone is not modelled: it applies 18.5% to ordinary income instead of 22%, plus a finnmarksfradrag and a reduced third trinnskatt step, so residents there will see a higher figure here than they owe. The 5.1% trygdeavgift rate for people under 17 or over 69 is not applied. Deductions beyond the minstefradrag, such as union fees, commuting, BSU and childcare, are out of scope and would each reduce the result.

A correction worth recording

Our own earlier research claimed a competitor's top trinnskatt rate of 17.8% was wrong and that 17.7% was correct. Checking Skatteetaten directly while building this engine showed the opposite: 17.8% is right for 2026 and the secondary sources we had relied on were quoting 2025. The claim was retracted. It is the clearest example we have of why these pages cite the tax authority rather than summaries of it.

Verification

Twenty automated tests cover the published rates, every bracket boundary, the national insurance phase in and its crossover, the deduction caps and the 47.4% top marginal rate. As an independent check, the engine reproduces the take-home figure published elsewhere for the Norwegian median salary exactly, which also confirms that a competitor applying no visible deductions is nonetheless applying them internally.
